Espanola council has endorsed a ten-year contract with local bylaw enforcement.
The deal with Rainbow District Animal Services and By-Law Enforcement was signed after both parties agreed to cap annual inflationary increases to 2% annually.
Rainbow also agrees to take on additional property standards responsibilities to increase pro-active enforcement, especially along the Highway Six – Centre Street corridor in alignment with the Town’s Strategic Plan.
Council says the direction provided to bylaw enforcement for the corporation is to utilize education, dialogue and warnings when appropriate to avoid fines or court proceedings, with the latter only undertaken if efforts to resolve the matter have failed or if a fine is clearly merited.
The bylaw enforcement officer will also provide additional support to the Building Department as directed by the Chief Building Official for a certain scope of property standards matters.
